For students of the 13 institutions that failed in May 2026, and for applicants holding their offer letters
Your medical university in Kyrgyzstan failed state accreditation. What happens now
The Ministry of Health moved the students of the 13 failed institutions to accredited universities under Order No. 912 of 3 August 2026, amended by Order No. 1074 of 14 September. This page sets out where each school's students go, how the transfer works, what it costs, and the one question nobody has answered yet: how the Indian regulator will treat a transferred degree. Every statement carries its source and date.

Where each school's students go
From Order No. 912 as published, with the changes made by Order No. 1074. Under Order No. 912 KSMA took only Kyrgyz citizens from non-accredited schools, with foreign students distributed among the other accredited institutions; Order No. 1074 then sent BIMI students on the 5-year programme to KSMA as well. Students may apply individually to a different accredited university, and the ministry reviews those requests.

How the transfer works
- It is a centralised procedure run by the Ministry of Health, not something you arrange yourself. You submit an application and documents; the heads of the failed institutions were ordered to inform their students.
- The transfer is free. Transcripts and other documents must be issued under Kyrgyz law; the ministry said so after students reported being asked to pay for them.
- You receive an individual academic certificate listing completed subjects, credit hours and your record, and an individual plan and schedule to cover any difference between curricula.
- You join the semester corresponding to the one you had reached (Order 1074). Minor gaps are covered on the individual plan; significant gaps may mean a lower year; "unjustified reductions in study year are not allowed". The ministry called the claim that a ninth-semester student would be put in seventh semester incorrect.
- Visa questions are handled by the accepting institution under the existing procedure. Contact its international office before you travel.

Sources: open.kg, 17 Sep 2026 (Ministry of Health figures) · Medical Dialogues, 24 Sep 2026. The ministry said on 7 August that 4,877 university and 1,845 college students were subject to transfer; the later figure of 7,137 covers all students enrolled at the failed institutions.
Fees
The transfer itself costs nothing. Tuition at the receiving university is a new contract. The Cabinet's minimum for non-CIS foreign students on medical programmes is USD 3,000 a year (KSMA 3,500), and the ministry says prices across universities are roughly the same; KSMA said some of its programmes cost less and that it would raise the tuition question at the transfer commission. The ministry says contract cost questions "will be resolved within the legislation".
No published document says what happens to fees already paid to the failed school for the year it can no longer teach. Keep the contract, every receipt and the school's written communications. A school that asks you to pay for your transcript is acting against the ministry's stated position.

If your school tells you to wait
Some failed institutions told students to wait for an "extraordinary accreditation". The ministry said on 8 September 2026 that re-accreditation of medical universities is planned but that "the timeline for its implementation has not yet been determined". From 15 September the same institutions may not hold classes or charge fees for the new year, and their medical licences were suspended on 7 September. Students of the Bishkek International Medical Institute wrote to the ministry on exactly this point: the institute first appeared in Order 912 with a receiving university, then told its students to wait; Order 1074 later named KSMA for its 5-year students.
Waiting is a decision you make with the documents in front of you. The transfer deadline has passed, but cases not submitted by 10 September are reviewed individually, and the ministry's advice on 17 September was "not to postpone the transfer".

Indian students: the NMC question is open
The Embassy of India listed the failed institutions and advised against them, and the Kyrgyz government has moved Indian students to accredited universities. What nobody has confirmed in writing is how the National Medical Commission will treat a degree completed after a transfer. The 2021 Foreign Medical Graduate Licentiate Regulations tie the course and the 12-month internship to the same institution, and students say the regulations do not allow transfers.
In September 2026 students asked the NMC for a one-time exemption, and the All India Medical Students' Association wrote to the External Affairs Minister asking for a legally valid transfer mechanism, a written NMC clarification, verification of the receiving universities' status and a nodal coordination point. The Embassy told students it had emailed the NMC and was awaiting a reply. No NMC answer had been reported as of 24 September 2026, and we have found none since.
What you can do now: keep a complete record of your course at both institutions (transcripts, the individual academic certificate, the transfer order naming your school), register with the Embassy through MADAD, and sit the FMGE only on the basis of documents the NMC accepts. We will post the NMC's position here when it is published.

Pakistani students: check the receiving university's ECFMG status
Since 31 July 2026 the PM&DC allows only graduates of ECFMG-recognised foreign institutions to sit the National Registration Examination. If you are transferred, the institution that will issue your degree is the one that matters. Four of the receiving universities named in Orders 912 and 1074 are listed as ECFMG-eligible on their pages here (KSMA, IHSM, IUK, Asian International University); check the others on their own pages and in the World Directory of Medical Schools before you accept a placement.

If you only have an offer letter
The transfer procedure is for enrolled students. An offer letter or a paid "seat" at one of the 13 failed institutions, or at one of the 7 that did not apply, is not an admission: the Cabinet ruled in August 2026 that no medical school may admit new students without state accreditation, and the Embassy of India wrote on 29 April 2026 that failed institutions lose the right to enrol. Do not pay a further instalment. Check the school on this site, keep the contract and receipts, and if you still want to study in Kyrgyzstan apply only to a school on the accredited list through its own admissions office and the state admission centre.

- Find your receiving university in the table above, including the Order 1074 change if your school is BIMI, Ala-Too or IMU.
- If you have not yet applied, contact the receiving university's international office now; late cases are reviewed individually.
- Collect your transcript, individual academic certificate, passport, visa, contract and receipts. Do not pay for the transcript.
- Get your semester placement and any individual plan in writing before you travel or pay.
- Arrange the visa through the receiving university, not through an agent.
- Indian students: register the change with the Embassy and keep every document for the FMGE application. Pakistani students: confirm the receiving university's ECFMG status.
- If anything on this page differs from what you are told, write to corrections@kyrgyzstanmedicalschools.com with the document; we check it and post the outcome.
Common questions
- Is the transfer free?
- Yes. The Ministry of Health says the transfer itself is free, and that transcripts and other documents must be issued under Kyrgyz law. Some students reported being asked to pay for them; the ministry's position, reported on 17 September 2026, is that such documents should be issued as the law requires. Tuition at the receiving university is a separate matter and follows the state minimum of USD 3,000 a year for non-CIS foreign students.
- Will I lose a year?
- The ministry says unjustified reductions in study year are not allowed. Students with minor gaps stay in their year and cover the difference on an individual plan; students with significant gaps may be offered a lower year. Order No. 1074 states that students are admitted to the semester corresponding to the one they had reached. Get your semester confirmed in writing by the receiving university.
- Can I choose a different university from the one in Order 912?
- The ministry said on 7 August 2026 that students may individually apply to another accredited university and that such requests are reviewed. The default destination is the one named for your school in Orders 912 and 1074.
- My university says it is waiting for an extraordinary accreditation. Should I wait?
- The ministry said on 8 September 2026 that re-accreditation of medical universities is planned but that no timeline has been set. From 15 September 2026 institutions without accreditation cannot hold classes or charge fees for the new academic year, and their licences for medical programmes were suspended from 7 September. Nothing published since changes that. Whether to wait is your decision; the documents on this page are what exists.
- I am an Indian student. Will the NMC accept a degree after a transfer?
- Nobody has answered this in writing as of our last check. Students and the All India Medical Students' Association asked the NMC for a one-time exemption and the Ministry of External Affairs for a written NMC clarification in September 2026; the Embassy told students it had emailed the NMC and was awaiting a reply. The 2021 Foreign Medical Graduate Licentiate Regulations tie the course and the 12-month internship to the same institution, which is why students raised the question. We will post the NMC's answer here when one is published.
- I paid a failed university for a seat but have not started. What now?
- A school that failed or did not apply cannot enrol new students: the Cabinet rule of August 2026 bars admissions without state accreditation, and the Embassy of India wrote on 29 April 2026 that failed institutions lose the right to enrol students. The transfer procedure is for enrolled students, not applicants. Keep the contract and every receipt; the refund is a matter between you and the school under Kyrgyz law, and no published document provides for it.
