The 2026 admission system for foreign students, from the documents
How admission to a medical university in Kyrgyzstan works in 2026
Since March 2026 every foreign applicant goes through a state admission centre and its online system, pays a fixed document-check fee, and meets the same entry requirements at every university, with tuition no lower than USD 3,000 a year. Private schools that passed accreditation operate under an agreement with the state medical academy. This page sets out each rule with the document it comes from. Agent websites rarely mention any of it.
The state admission centre
Cabinet Resolution No. 189 of 19 March 2026 created a state enterprise under the Ministry of Science, Higher Education and Innovation to handle how foreign applicants are admitted to Kyrgyz institutions. Its name appears in several forms in official papers: "International Students Admission Center" (Embassy of India, 23 June), "Center for Admission of Foreign Students" (Embassy, 29 April), "Foreign Student Admission Office" (Embassy, 25 August) and Центр приёма иностранных студентов in Kyrgyz press. It is one body. It started work on 19 March 2026.
What it does, according to its deputy director in September 2026: checks that documents are complete and genuine, helps with certificate equivalence, medical insurance, visas, accommodation and adaptation; accepts documents twice a year in two admission campaigns; can refuse applicants whose documents are fake, forged or incomplete; and plans a call centre and a public registry of accredited recruiting agencies. The university makes the final enrolment decision. In the summer 2026 campaign 489 applicants passed verification and 159 were sent back for re-verification because of wrongly uploaded documents.

The online system
The Ministry of Health's press conference of 24 April 2026 announced a single platform for international applicants, built by the state digital operator Tunduk: registration, document upload, tracking of each stage, enrolment, two kinds of payment (document processing and tuition), an insurance policy, integration with other state systems for automated checks, in English and Russian. The portal address given was educate.gov.kg. The centre's own description in September calls it an automated information system through which all documents are submitted, and says that "any admission outside the system will be considered illegitimate".
The ministry's foreign-student portal that answers today is edugate.ilim.gov.kg ("Digital Gates", Ministry of Science, Higher Education and Innovation). On 15 October 2026 educate.gov.kg did not load for us; we record both addresses and check them each quarter.

"Som" is the Kyrgyz currency (KGS). The centre quotes the document-check fee in som; convert at the day's rate.
What this means if you are applying
- Apply to a school on the accredited list. The seven that can enrol are the four accredited for six years and the three exempt by law; the seven on a one-year term can also enrol, with the caveats on their page.
- Expect the same entry conditions at each of them, a document check by the state centre with its own fee, and tuition of at least USD 3,000 a year. An offer far below that, or an admission that bypasses the system, is outside the rules.
- An agent is not required. If you use one, the application still runs through the centre's system in your name, and the agency should be on the registry once it exists. Pay tuition to the university, through the system, never to an intermediary.
- Keep the receipt for the document-check fee and the tuition payment record from the system; the Embassy of India asks students to register with it on arrival (MADAD).

What is still unsettled
- The accreditation criteria for recruiting agencies and the registry: announced, not published.
- The franchise and academic-management payments between private schools and KSMA: a draft of 21 September 2026 names no amounts.
- The ban on senior-year transfers for foreign students: a draft of 30 December 2025, not reported adopted.
- Which portal address is current: the ministry's edugate.ilim.gov.kg answers; educate.gov.kg, the address announced in April, did not load on 15 October 2026.
We check these each quarter and record changes on the changelog. If you have a document that settles one of them, write to corrections@kyrgyzstanmedicalschools.com.
Common questions
- Do I have to apply through the state centre, or can my agent apply for me?
- Every foreign applicant's admission must go through the centre's information system; the centre's deputy director said on 10 September 2026 that any admission outside the system is considered illegitimate. An agent can help you fill in the application, but the account, the documents and the enrolment decision run through the system and the university. Recruiting agencies are to be accredited and listed in a public registry; the criteria were still being written in September 2026.
- What does the document check cost?
- 9,000 som (USD 103) for applicants from distant countries and 3,000 som (USD 34) for applicants from nearby countries, according to the centre on 10 September 2026. The centre is self-financed and its prices are agreed with the ministry. This is separate from tuition.
- Is there a minimum tuition fee?
- Yes. The Ministry of Health's press conference of 24 April 2026, relayed by the Embassy of India, set the minimum at USD 3,000 a year, and USD 3,500 at KSMA, with no increase planned. A school quoting less than that for a medical programme is quoting outside the rule.
- Are admission requirements the same everywhere?
- The Ministry of Health said on 24 April 2026 that all universities will have the same admission requirement. The school pages on this site show what each school asks for today; where a school's published list differs from the common rule, the page says so.
- Can I transfer from a university in another country into a senior year in Kyrgyzstan?
- A draft Cabinet resolution published for discussion on 30 December 2025 would allow foreign citizens who studied abroad to enter medical universities only in the first year, with no recognition of partly completed foreign programmes. As of our last check it had been agreed between ministries but not adopted. Ask the admission centre for the current position before you plan on a transfer.
- What is the KSMA franchise, and does it change my degree?
- By law, a private medical school that passes state accreditation must sign an agreement with the Kyrgyz State Medical Academy, the system-forming state institution: either a franchise (KSMA's brand, curricula and materials, with initial and regular payments) or academic management (the school keeps its brand; KSMA controls programmes, clinical practice, teacher qualifications and assessment). The draft resolution setting the payments was published for discussion on 21 September 2026. A school whose agreement ends loses the right to admit students and to issue state-format diplomas.
