Accreditation explained: what each mark on a school page means

A school card on this site shows marks from four different bodies, and the school page adds two more. Each one answers a single question. None of them answers all of them. This page puts them side by side: who issues each mark, what it lets a graduate do, and where you can check it yourself.

The one to read first

State accreditation by the Kyrgyz Ministry of Health decides whether a school may teach medicine and take new students at all. Everything else on this page is secondary to it. A school with an impressive international certificate and a valid World Directory entry can still have failed the state check in May 2026 or never applied: 6 of the 17 schools with international accreditation in force today cannot take new students at all. Start from the status line at the top of every card, then read the rest.

State accreditation
Shown as the status line on every card
Ministry of Health of the Kyrgyz Republic. Decision of 29 May 2026, published 4 Jun 2026. Whether the school may operate and enrol. The result is one of five: six years, exempt, one year, failed, did not apply. Failed schools had their licences suspended on 7 Sep 2026; schools that did not apply cannot admit new medical students under the Cabinet rule of August 2026. Nothing about recognition abroad. The ministry checks the school against Kyrgyz standards, not against the rules of India, Pakistan or the United States. International accreditation: IAAR
"International accreditation" on the card
The Independent Agency for Accreditation and Rating, a Kazakhstan-based agency on the World Federation for Medical Education's list of recognised agencies. That a named programme (usually General Medicine) met the agency's quality standard at a review, valid between two dates. A five-year term is usual. Whether the school may enrol. An IAAR certificate stays valid on its own terms even when the state check fails. FAIMER's own note: recognition of the agency "does not imply that all medical schools operating in this country are currently accredited by the agency". IAAR registry · FAIMER DORA, Kyrgyzstan
International accreditation: AAEPO
"International accreditation" on the card
The Agency for Accreditation of Educational Programs and Activities, Bishkek, also on the WFME list of recognised agencies. The same as IAAR: a programme-level quality review with a validity period. Schools hold one or the other, sometimes both over the years. The same as IAAR. It is not the state accreditation, and it is not a licence. AAEPO registry · FAIMER DORA, Kyrgyzstan
World Directory listing
"World Directory of Medical Schools" on the school page
The World Directory of Medical Schools, run jointly by WFME and FAIMER. It took over the old WHO directory, which the WHO stopped maintaining in 2007. That the school exists as a medical school in the directory, with its degree title and course length. ECFMG (USA), the GMC (UK) and the Medical Board of Australia all require the listing. Quality or approval. The directory's own words: listing "does not denote recognition, accreditation, or endorsement" by the directory, WFME or FAIMER. "Not found" on this site means our search found no entry, which is not proof there is none. Search the World Directory · About the directory (updated 26 Apr 2024)
ECFMG note
"USMLE route" on the card
ECFMG, the Educational Commission for Foreign Medical Graduates, USA, as a note on the Sponsor Notes tab of the school's World Directory entry. That graduates of the listed years may apply for ECFMG certification. Certification is the gate to the USMLE and to residency in the United States. ECFMG's own page: without the note, a school's "students and graduates are not eligible for ECFMG Certification". Since 31 July 2026 the PM&DC also requires it before a Pakistani graduate can sit the NRE. It is not an accreditation of the school and no body issues a "USMLE accreditation". The note covers graduation years, so a school can have it for some cohorts and not others. Holding the note makes the US exams possible, not easy. ECFMG: requirements for certification · ECFMG: Sponsor Notes in the World Directory · PM&DC notice, 31 Jul 2026
Canada Sponsor Note
School page, "Working abroad later"
The Medical Council of Canada, also as a Sponsor Note in the World Directory entry. That the degree is acceptable to the Medical Council of Canada for the graduation years it names. Anything about the United States or Europe; it is separate from the ECFMG note. "Not checked" means we have not yet read the tab for that school. Medical Council of Canada: acceptable schools and degrees

Home-country rules are a seventh layer and sit on every school page under "Where will you practise?". India's NMC publishes no list of approved universities; it sets conditions on the course in its 2021 regulations and then examines the graduate in the FMGE. Pakistan's PM&DC reads the ECFMG note. Bangladesh's BM&DC applies its 2010 Act and the RQE. The full routes are on Is a Kyrgyz medical degree valid abroad?.

How the marks line up today

The marks do not move together, which is the whole reason for this page. Counts from the data of 13 Oct 2026:

Can take new students
14 of 34: 7 with full accreditation (six years, or exempt by law) and 7 on a one-year term reassessed in 2027.
International accreditation in force
17 of 34, of which 6 cannot take new students at all (failed or did not apply): ADAM University, Altamimi, Ala-Too, IMU, IUMS, Arabaev University.
Listed in the World Directory
31 of 34 found by our search.
ECFMG note (USMLE route)
21 of 34, of which 10 cannot take new students at all (failed or did not apply): Avicenna, ADAM University, RMU, Altamimi, Ala-Too, IMU, Salymbekov University, Eurasian International University, IUMS, OIMU.

A failed school keeps its World Directory entry and its ECFMG note until those bodies change them; the state decision does not reach into foreign registers. That is why a card can show "Failed" on one line and "USMLE route: Yes" two lines below.

Status line beside the name
The state accreditation result. "Exempt" means a state university the law does not subject to the check; it can enrol, and the word says nothing about quality.
International accreditation
The agency (IAAR or AAEPO) and the date its latest entry runs to, or "expired" with the date. "None found" means no entry in either registry.
USMLE route
"Yes" when the school's World Directory entry carries an ECFMG note. The school page gives the graduation years it covers.

Three phrases that mean nothing

"NMC approved"
The National Medical Commission publishes no list of approved foreign universities. It sets conditions on the course and then examines the graduate. Any site that calls a school NMC approved is describing a list that does not exist.
"WHO approved" or "WHO listed"
The WHO handed its directory of medical schools to the University of Copenhagen in 2007 and it became part of the World Directory in 2014. The World Directory itself says a listing is not recognition, accreditation or endorsement.
"USMLE accredited" or "USMLE approved"
No such status exists. The thing to look for is the ECFMG note in the World Directory entry, and the years it covers.

Common questions about accreditation in Kyrgyzstan

Is the ECFMG note the same as USMLE accreditation?

There is no USMLE accreditation. The ECFMG note in a school's World Directory entry says that graduates of certain years may apply for ECFMG certification, and certification is what a graduate needs before the USMLE and a US residency. It is the closest thing to a USMLE mark, and it is per graduation year, not permanent.

Does IAAR or AAEPO accreditation mean the school is approved?

It means an agency recognised by the World Federation for Medical Education reviewed a programme and found it met the agency's standard for a stated period. It is a quality mark on the programme. It does not replace the Kyrgyz state accreditation, which decides whether the school may enrol, and several schools that failed the state check in 2026 still hold a valid IAAR or AAEPO entry.

A school is listed in the World Directory of Medical Schools. Is that approval?

No. The directory's own About page says that a listing does not denote recognition, accreditation or endorsement. The listing matters because ECFMG, the GMC and the Medical Board of Australia require it, and because the Sponsor Notes on the entry (ECFMG and the Medical Council of Canada) are where the useful information sits.

Which mark should I check first?

The state accreditation result on the status line, because it decides whether the school can take you at all. Then the rules of the country where you will practise, on the school page under Where will you practise?. Only then the international accreditation and the ECFMG note, which matter for the USA, Pakistan's NRE and the Western routes.

Where each fact comes from

State results from the Ministry of Health decision and the Embassy of India's list; IAAR and AAEPO entries from the agencies' registries; World Directory, ECFMG and Canada notes read on each school's entry on 15 October 2026; the WFME recognition of both agencies from FAIMER's DORA page, read 15 October 2026. The methodology page explains how each field is treated.
